Job Description:

Position Purpose summary:

Reporting to the Program Manager, the Assisting Seniors After Prison (ASAP) Community Justice Caseworker will provide case management, system navigation, and advocacy to seniors returning to the community upon release from federal correctional institutions. In this role you will attend Correctional Services Canada (CSC) institutions, halfway houses, and related domiciles where persons on parole reside. You will be required to interview clients before and after release, help settle clients upon return to community, develop relationships with community agencies, develop and deliver presentations in-person and online, recruit and manage volunteers, attend appointments with participants, assist with forms and applications, monitor client access to health services and health regimen compliance for duration of program, and assist with program evaluation at prescribed intervals.

ACCOUNTABILITIES:

  • Develop a program presentation and deliver to community agencies and CJS stakeholders.
  • Develop rapport with CSC Institutional and Community Parole Officers.
  • Build relationships with community agencies, housing, and police.
  • Conduct in-reach at federal institutions to identify program participants.
  • Participate in release planning for eligible participants.
  • Recruit, onboard, assign and manage volunteers.
  • Establish a supportive rapport with clients.
  • Develop a comprehensive case management plan for each client.
  • Assist clients to address their needs: mental health, health, addictions/substance use, housing, employment, family, and compliance programming.
  • Observe, assess and document client behaviour and ongoing progress to enhance support.
  • Deal with serious incidents and crisis in a safe and holistic manner.
  • Where indicated refer clients to resources, food, counselling, housing, homecare.
  • Ensure clients are accessing appropriate medical attention and community supports.
  • Coach clients how to live peacefully and successfully in the community.
  • Connect clients with volunteers and pro-social community contacts/mentors.
  • Support clients in fulfilling their spiritual needs.
  • Other duties as assigned.

MANAGERIAL/Technical RESPONSIBILITY:

  • This position has no direct reports.

FINANCIAL AND MATERIALS MANAGEMENT:

  • No financial responsibility.

WORKING CONDITIONS:

  • Working environment is typically in the office and remote in generally agreeable conditions.
  • Working with individuals who have a criminal record.
  • Working with individuals who may have multiple or complex health needs.
  • Working with seniors.
  • Occasional travel and some scheduled overtime is associated with this position.

EDUCATION, QUALIFICATIONS AND CERTIFICATIONS:

  • Post-Secondary Degree/Diploma in Correctional/Social Services field.
  • Up to date First Aid/CPR or willingness to receive training.
  • Up to date Non-Violent Crisis Prevention & Intervention Certificate or willingness to receive training.
  • Valid Unrestricted Class G Driver’s License & access to a reliable vehicle.
  • Required to complete Federal Security (Reliability) Clearance.
  • Alternative combinations of education and experience may be considered.

EXPERIENCE AND KNOWLEDGE:

  • 2 years relevant experience working in CJS related environment.
  • Case management experience.
  • Experience working with people involved with the correctional justice system.
  • Experience using a case management system.
  • Excellent communication skills (written and verbal) in English.
  • Excellent organizational skills.
  • Communication in French considered an asset.
  • Proficient computer skills using Word, Excel and other office software.

SKILLS AND CAPABILITIES:

  • Ability to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry, Public Safety Screening, driver’s abstract) and provide an original copy of a Criminal Background Check (CPIC) with Vulnerable Sector Screening.
  • Ability and willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
  • Strong understanding of professional boundaries when working with a vulnerable population.
  • Patience and ability to deescalate situations.
  • Ability to problem solve and make independent decisions within established framework while understanding the impact decisions will have on programming as well as programs around them.
  • Knowledge of the Kingston community and social services agencies considered an asset.
  • Able to build and strengthen relationships with community agency partners.
  • Understanding and knowledge of the CJS and processes.
  • Willingness to support the Salvation Army’s Mission and Values Statements.

Compensation:

The target hiring range for this position is $48,339.20 to $60,442.20 with a maximum of $72,527.00.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
