About The Role

Canadian Blood Services is looking for a Regular full-time Associate Director, Testing Operations to join our dynamic Testing team, in our dynamic Medical Affairs and Innovation division.

The Testing team is responsible for supporting Canadian Blood Services by delivering accurate and timely results on donors and products, ensuring the highest standards of safety and quality in our products and services.

In this role, you will be accountable for the overall performance of the national Canadian Blood Services Testing program. The program encompasses Donor Testing, Diagnostic Services and Quality Control testing, performed within five distributed laboratory sites in Alberta, Vancouver, Manitoba, and Ontario. You will consult with the Director of Testing and Associate Medical Directors and Medical Officers for all matters related to Testing service delivery across all national laboratory sites. In this capacity, you will provide support for all operational pillars including Procurement, Finance, Quality, Regulatory, Safety, People, Culture and Performance, as they relate to service delivery within Testing Operations. You will additionally be responsible for making recommendations on Testing program strategy, policy and procedures, and will support the implementation of best practices and continuous improvement initiatives within all Testing sites nationally. You will interact with a variety of internal and external stakeholders including the provincial funders of Canadian Blood Services. You will ensure the effective management of all Testing staff including those at the management level, in conjunction and conformance with organizational policies and strategic areas of focus.

  • Leveraging your demonstrated knowledge and expertise, you will establish, monitor, and evaluate the Operational budgets and strategies, ensuring that they are consistent with Canadian Blood Services’ Corporate Objectives.
  • Harnessing your ability to lead and work collaboratively across a diverse team, you will develop and motivate a team of managers which meet performance objectives and establish strong and effective working relationships through coaching and successful teamwork.
  • Utilizing your ability to successfully lead and direct major projects, you will provide guidance and assistance to senior testing staff, financial analysts, and medical directors about the process for, and preparation of, the annual operating and capital budgets.
  • You will also provide support to the Finance Department in the creation and updating of the cost recovery provincial billing model.
  • Focusing on your exceptional planning and analytical skills, you will facilitate the development and implementation of business indicators to provide ongoing monitoring of operational performance, major initiatives, routine reporting of key quality and patient safety metrics in support of the ongoing quality management process.
  • As part of the senior management team in Testing, you will actively participate and advise on testing strategies to support the established strategy guidelines from the Executive Management Team. Development of strategic and business plans is expected.
  • You will lead change management for employees associated with the established strategic direction. Also lead change management for those changes which simultaneously affect several laboratories and/or require significant interaction with other Canadian Blood Services divisions and/or external partners.
  • Drawing on your strong interpersonal skills, client focused thinking and ability to work with management at all levels, you will develop and maintain strong relationships with internal and external stakeholders, government officials, including funders, medical officers, vendors, contractors and other agencies involved in Testing activities.
  • Focusing on your strong organizational skills and attention to detail, you will work with Canadian Blood Services’ Legal department to update and issue contracts and agreements. Play a leading role in Request for Proposal selection committees.
  • Utilizing your experience with evaluating and implementing innovative technologies applicable to Canadian Blood Services’ Laboratories, you will lead the process for Testing Laboratories to attain a broader level of professional acceptance through development of Best Operational Practices such as, automation of manual processes, and implementation of new technologies and information systems.
  • You will oversee the development, implementation, and periodic review of the Testing Business Continuity Management Plan.


Desired Education And Skills

  • Completion of a post graduate level education in a relevant discipline from a recognized academic institution or equivalency is required. Post graduate participation in a leadership course is desirable.
  • BSc. or MSc. in a related Laboratory Science or equivalent experience is required.
  • Licensure with the College of Medical Technologists in the province in which you reside in is required.
  • 10 years of experience in clinical/laboratory medicine in a related discipline.
  • Strong communication skills in English is required.
  • Extensive experience and in-depth knowledge and understanding of Clinical Laboratory Operations and Quality Management is required.
  • Certification at the Black Belt/Master Belt or equivalency in process improvement is desirable.
  • MLT experience in Immuno-Hematology testing and/or Transfusion Medicine is a desirable asset.
  • Experience with evaluating and implementing innovative technologies applicable to Canadian Blood Services’ Laboratories.
  • Effectively liaise with medical team, to communicate technical issues and operational matters.
  • Experience leading change management in a unionized environment.
  • Ability to successfully lead and direct major projects.
  • Strong analytical skills and an ability related operational and financial data. Understanding of business and financial structures.
  • Ability to write and present business cases.

What You Can Expect

  • This role will work in a hybrid environment with requirements to be onsite at Canadian Blood Services location 40% of the time/2days of the week, and as required.
  • You may be required to travel nationally on a quarterly basis for conferences and site meetings, and as required.
  • Participation in an on-call rotation is expected, 1 or 2 weeks per month on a rotating schedule.
