THE OPPORTUNITY
The Development Compliance Officer position will primarily be responsible for monitoring and enforcing compliance with City Development Bylaws, Policies and Standards, which includes but is not limited to the Land Use Bylaw, Safety Codes Services Permit Bylaw, Business License Bylaw, Addressing Bylaw, Community Standards Bylaw, Municipal Development Standards, Lot Grading Bylaw and Surface Drainage Bylaw, and the Traffic Bylaw.The successful candidate will answer inquiries, initiate investigations, finalize complaints, issues violation tickets, maintain files, compile records, submit reports, and represent the municipality in the court of law in accordance with policies and procedures as approved by the City. They will act as the primary contact for development compliance complaints and liaise directly with the development industry.
This position primarily supports development compliance for the Sustainable Growth & Development Services division and reports to the Director of Planning and Development, with some work being assigned from the Enforcement Service as complaints are received.
This is a full-time, permanent position with an annual salary range of: $75,147.80-$89,325.60
RESPONSIBILITIES
Development Compliance and Enforcement- Enforce applicable statutes as appointed and conduct related inspections.
- Proactively investigate complaints and inquiries in relation to the Land Use Bylaw, Safety Codes Services Permit Bylaw, Business License Bylaw, Lot Grading and Surface Drainage Bylaw and Community Standards Bylaw for Construction Site Cleanliness, and Traffic Bylaw, including mud tracking.
- Educate the public on bylaw requirements and promote voluntary compliance.
- Conduct site inspections as required following acceptable practices and timelines.
- Issues warnings, orders, and tickets for non-compliance in accordance with City procedures.
- Prepare investigation files and court briefs and provide evidence in court as required.
- Support Planning and Development with compliance of Land Use Bylaw, Safety Codes Services Permit Bylaw, and Business License Bylaw by delivering stop orders, issuing tickets, and assist staff with complex development-related site investigations.
- Support the Engineering Department with the compliance of the Lot Grade and Surface Drainage Bylaw by delivering stop orders, issuing tickets, and assist staff with complex development-related site investigations.
- Required to attend meetings and collaborate with staff from Sustainable Growth and Development Services division, and other City departments, as needed on compliance matters governed by multiple bylaws e.g., noise and nuisance.
- Work with property owners and businesses to bring properties into compliance.
- Coordinate enforcement and compliance efforts with internal City departments and provincial agencies.
- Maintain accurate files and records related to violations; prepare a variety of written reports, memoranda, and correspondence.
- Performs administrative duties related to court preparation and attendance.
Partner Relations
- Support internal departments and the development community in understanding City bylaws and enforcement processes.
- Proactively build and maintain relationships with builders operating within the City.
- Maintains positive public relations and develops, plans, and implements community safety, education, and enforcement initiatives.
- Attend meetings as a City representative on compliance-related matters of the City, focusing on compliance (i.e., Chamber of Commerce or the Building Industry & Land Development Association - Edmonton Region).
- Act as a subject matter expert by providing guidance to other service areas on compliance processes and requirements.
Other Duties
- Understand and adhere to all City policies, procedures and standards, whether written or implied, as amended from time to time.
- Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
- Act as a steward of the City's Corporate Culture by following the “Values, We Live By”.
- Report any unsafe conditions, procedures or actions in accordance with the City Safety Policy.
- Maintain current knowledge of WHMIS and other applicable safety-related practices.
- Perform other related duties as assigned.
QUALIFICATIONS
Required Qualifications:- Secondary School Diploma in a field related to the position (i.e., Law Enforcement, securities, public administration, land use planning). Equivalency will be considered.
- One (1) year of experience in a municipal environment, enforcement, or military related experience.
- Advanced communication skills and excellent presentation skills.
- Excellent interpersonal skills.
- Excellent collaborative negotiation and problems solving skills.
- Knowledge of the Municipal Government Act, as well as provincial and municipal policies, procedures, and bylaws.
- Knowledge of development practices.
- Knowledge of court procedures.
- Ability to work effectively and professionally at all levels within the organization and externally.
- Ability to exercise independence and judgement, while maintaining an enhanced level of confidentiality.
- Ability to express ideas and concepts effectively and persuasively.
- Strong customer service orientation and the ability to build positive, productive business relationships.
- Ability to exercise tact and diplomacy in interpersonal dealings which are difficult, highly sensitive and confidential and may involve exposure to the media or public criticism.
- Highly developed dispute resolution skills.
- Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation.
- Enhanced Knowledge of Microsoft Outlook, Word, Excel, Teams and PowerPoint.
Asset Qualifications:
- Recent experience in development compliance preferably in an urban municipal environment.
- Applied Land Use Planning Certificate.
- Experience in planning or engineering with an understanding of the legislation is beneficial.
- Safety Codes Training.

CONDITIONS OF EMPLOYMENT
- Driver’s License – must obtain a satisfactory review of a three-year Driver’s Abstract, with a maximum of six demerits.
- First Aid /CPR Certificate.
- A criminal record from an appropriate policy enforcement agency (i.e., RCMP or Police Service in a form and content satisfactory to the City).
- A Municipal Bylaw Officer and Development Officer appointment by City Manager.
Working Environment:
- Monday to Friday.
- Hours of Work: 8:30am to 4:30pm (may vary slightly depending on operational requirements).
- Overtime may be required.
- Travel with the region may be required.
- Primary responsibilities are performed in a field setting.
- Exposure to noise levels that may exceed 85 decibels.
