(Internal Title: Director, Operations)
As one of the first leaders within Accenture Infrastructure & Capital Projects (I&CP) Canada’s Healthcare and Buildings (H&B) business, the Director, Strategic Capital Planning will play a crucial role in leadership, strategy, and delivery to position us as the leading driver of change in Canadian infrastructure capital planning, procurement, delivery and asset management. With an emphasis in healthcare and vertical buildings infrastructure, the leader will also be responsible for supporting the Canadian integration of I&CP with Accenture’s broader Strategy & Consulting business across both its Health and Public Sector industry groups
The Director, Strategic Capital Planning will be the key leader that supports the Senior Vice President, Healthcare and Buildings in developing and deploying a nation-wide strategy for delivering on I&CP’s five-year business case and strategic plan in tandem with Accenture Canada’s growth priorities. Within I&CP Canada, the Director, Strategic Capital Planning will: play a primary leadership role in business development and client mandate execution of:
Capital Program and Project Strategic Planning, including:
Provide leadership and execution expertise management in the establishment, oversight, and operations of a capital program with particular emphasis in governance and proactive engagement with key stakeholders (e.g., government agencies, health service providers, industry partners) to ensure alignment and support for program objectives
Provide leadership and execution expertise across the entire capital planning lifecycle, from inception, ideation, pre-planning, and planning, through to construction and final settlement, for capital projects and programs, with particular emphasis on capital program budgeting, financial planning, and supporting clients through governmental approval processes
Leadership and insight with respect to executing capital program transformations with ability to advise clients on core facets of such transformations, such as:
Implementation of project management information systems
Upskilling and integration of project controls functions
Implementation of quality management and knowledge management frameworks
Upskilling of contract administration systems and processes
Optimization of internal capital program governance
Implementation of internal operating models that align with client workforce planning and resource planning
Capital Program and Project Business Case Strategy, including:
Establishment of a business case methodology, benefits management and benefits assurance practice that supports infrastructure client program and project sponsorship requirements, with particular emphasis on supporting integration of client capital delivery and capital finance functions
Leading a practice that synthesizes public policy frameworks, political acuity, quantitative rigor, and commercial decision-making, with particular emphasis on linking business case methods to public sector capital budgeting processes
Play a supporting leadership role within I&CP and the Healthcare and Buildings Team for:
Commercial Management of Infrastructure Projects, including:
Provide Canadian-leading expertise in strategic, budgeting, and capital financial planning implications of formulating, selecting, implementing and advising on contract packaging, procurement and transaction structuring, contract model selection, contract and commercial risk analysis and delivery model selection tools
Synthesize upstream planning and business case inputs with downstream execution delivery functions at the time of delivery model selection and procurement strategy
Oversee and manage the work of financial structuring and financial advisory inputs, including building and maintaining relationships with Canadian infrastructure equity and debt providers in respect of infrastructure financing
Procurement and Program Management, including supporting:
Establishment of capital procurement services as a managed service, inclusive of procurement operations, execution, contract administration, process optimization and operational efficiencies
Establishment of capital program management services, inclusive of implementation of all pre-procurement and pre-contract change control governance, pre-contract program controls processes, implementation of knowledge management systems
Establishment and execution of capital program change management where program-wide processes are being implemented
Project Controls, Project Management, and Construction Management, including supporting:
Elevation of commercial competency in delivery and decision making based on project controls and project management staffed to project mandates
Complex claims and contract management analysis for projects in construction
Play a team leadership role within I&CP and the Healthcare and Buildings Team to:
Support the integration of Accenture’s strategy & consulting practice with I&CP in both health and public sector industries:
In respect of Capital Program and Project Strategic Planning, by providing infrastructure insights and synergy opportunities where successful transformation of service operating models for infrastructure assets and programs requires upstream capital planning inputs
In respect of Capital Program and Project Business Case Strategy, by building business case methodology, benefits management and benefits assurance as a broader service line together with infrastructure-oriented market research and intelligence competencies to inform and validate I&CP strategic decisions or opportunities and developing thought leadership content to position Accenture as a leader in the market
In respect of Commercial Management of Infrastructure Projects, by augmenting S&C execution capabilities in general commercial contract negotiation and strategy, inclusive of outsourced service delivery opportunities
Support Accenture’s digital transformation and I&CP digital value proposition, together with the head of I&CP’s digital practice:
In respect of Capital Program and Project Strategic Planning and Capital Program and Project Business Case Strategy, by developing client opportunities that progress the use of data and digital tools for improvement of capital planning outcomes
In respect of Procurement and Program Management, by applying commercial contracting knowledge to business processes and solutions, for example the implementation of digital procurement solutions or in advising on contractual and procurement provisions required to enable digital twinning standards in projects
In respect of future asset management and asset operations capabilities, by advising on commercial terms and scope enforcement approaches that align with increasing need for client assets to be adaptable with technological change
Experience:
Minimum of 15 years of experience in one of the following: program and project management, project controls, engineering, technology, technical advisory, property, design, etc.
Minimum 7 years of progressive leadership experience in capital program finance functions in support of major infrastructure portfolios
Demonstrated experience and knowledge of the health capital planning process and manuals of Canadian provinces, including for Ontario’s Ministry of Health is an asset
Previous experience in implementation of project management information systems in the context of capital finance and planning business processes is an asset
Education:
Undergraduate degree with emphasis on finance, accounting, business, healthcare, public administration, and strategy or related disciplines
Licenses OR Certifications:
MBA, MPA, CPA, or CMA is an asset
PMP, PgMP or other recognized project/program management certifications is an asset
Skills and Competencies:
Demonstrated direct experience in Canadian contracting and procurement delivery model selection and business case processes and tools
Previous experience advising clients or organizations on program change control governance and administration
Significant work experience as a Department Manager or similar position
Demonstrated experience in streamlining and implementing new structures and roles that create speed, efficiency, and support rapidly shifting business demands
Strong proficiency using Microsoft Office and databases (e.g. ERP)
Exceptional communication and public speaking abilities
Efficient to effectively lead Operations teams
Competent collaborator and skilled cross-functional communicator
Strong working knowledge of performance and operations management
Proven ability to plan and manage the operational process for maximum efficiency and productivity
Strong working knowledge of the industry, our competition, and branding opportunities
