Position Summary


The Encampment Response Workers will play a critical role in facilitating comprehensive care through relationship building, system navigation and case management, ensuring individuals receive assistance beyond initial interventions. The primary goal of this position is to develop trusting relationships with community members assisting to leave encampments for housing and increased safety and stability.

Encampment Response Workers provide direct, hands-on support to individuals who are sheltering outdoors or living in precarious housing situations and who may be struggling with mental health, addictions and other barriers to wellbeing. This position will meet people where they are at, regularly visiting encampments, shelters and public spaces to make connections and develop trust.

Working collaboratively with Bylaw Enforcement, Regina Police Service, Regina Fire and Protective Services, the Saskatchewan Health Authority, the Ministry of Social Services, and a range of community-based service providers, Encampment Response Workers assess immediate risks and identify long-term needs. They develop individualized person-centred case plans when possible and support individuals to leave encampment through goal-oriented system navigation.


Key Duties & Responsibilities


  • Builds trusting, client centered relationships with individuals experiencing homelessness or housing instability
  • Engages clients through both proactive outreach and response to service requests
  • Conducts comprehensive assessments to identify physical, mental, and social needs
  • Develops and implements individualized service plans focused on housing, health, and financial stability
  • Connects clients with community resources such as shelters, healthcare, and addiction supports
  • Provides ongoing case management including appointments, transportation, and daily living supports
  • Applies trauma informed, culturally responsive, and harm reduction approaches in service delivery
  • Maintains accurate documentation and ensures timely data entry for case tracking and reporting
  • Collaborates with partners across sectors including emergency services and community agencies
  • Manages complex and high-risk situations while maintaining safety, professionalism, and confidentiality

Key Qualifications


  • The knowledge, skills and abilities required for this position are obtained through the completion of a University Degree in Social Work, combined with a minimum of three (3) years progressively responsible experience working in areas including case management, system navigation and housing and homelessness. Relevant experience in related fields will be considered.
  • Registration as a Social Worker is preferred
  • Experience supporting individuals experiencing homelessness, mental health challenges, or substance use issues
  • Strong interpersonal and communication skills to build trust and collaborate with partners
  • Ability to work both independently and within a multidisciplinary team
  • Proficiency in digital tools, documentation, and data management systems
  • Physical capability to perform field outreach, including extended walking
  • Knowledge of community resources and income support programs such as SAID and SIS
  • Demonstrated ability to navigate complex, high risk, and sensitive situations with professionalism and tact
  • Strong analytical skills to interpret legislation, policies, and assess complex client needs while maintaining ethical and legal standards

Working/Other Conditions


  • Primarily community-based outreach with some office-related duties; engagement occurs in diverse settings, including encampments, shelters, and public areas.
  • Frequent exposure to emotionally demanding situations and people experiencing crisis, requiring empathy and effective de-escalation techniques.
  • Frequent prolonged walking over uneven or rugged terrain increases the likelihood of fatigue, injury, and other health risks.
  • Ability to travel within the community, attend outreach locations, and respond to client and staff needs in varied environments.
  • Flexible schedule with potential evening, weekend, or on-call work to meet program demands.
  • Frequent local travel within the program area.
  • Adherence to organizational safety guidelines, de-escalation procedures, and use of personal protective equipment when required.
  • Strict compliance with client privacy standards and ethical confidentiality practices.
  • Must be capable of responding effectively to changing priorities, unexpected situations, and crises in a community-based setting.
