About the Role

The LWCC is seeking a strategic and collaborative leader to serve as Manager of the Business Liaison Office for the region. This office will play a key role in preparing the Labrador West region for mining sector growth, with a primary focus on advancing major projects including Champion Iron's Kami Project, the Juliane Lake Project, and expansion work at existing operations such as IOC Rio Tinto and Tacora Resources. A critical enabling factor for this development is the advancement of major hydroelectric projects — Gull Island, Muskrat Falls, and Churchill Falls — which, while falling under the LNCC’s jurisdiction, directly impact Labrador West's capacity for Social and Commercial growth. As such, this office will work closely with the LNCC to help support and prepare for those hydroelectric developments.


What You'll Do

  • Conduct research on socio-economic impacts of large-scale projects and identify best practices, assessing housing, infrastructure, and resource corridor needs.
  • Prepare community impact assessments comparing pre- and post-project conditions.
  • Integrate inclusion strategies into workforce and community planning; engage organizations such as Labrador West Status of Women, RNC, and health services.
  • Establish and operate the Labrador West Regional Liaison Office, including resource planning and recruitment of additional resources as required.
  • Provide administrative, financial, and governance support to the Labrador West Alliance.
  • Implement a monitoring, evaluation, and reporting framework.
  • Create Governing documents, including Terms of Reference (ToR), to guide the steering committee, Labrador West Alliance, which includes mining companies, local organizations, the Towns of Labrador City and Wabush, the Atlantic Canada Opportunities Agency, and provincial government departments (Labrador Affairs and Industry, Energy and Technology).
  • Work to expand the Labrador West Alliance where needed to include the Office of Indigenous Affairs and Reconciliation (IAR), as well as Indigenous governments and organizations such as the Innu Nation (IN) and the NunatuKavut Community Council (NCC).
  • Assess current and future labour market needs in partnership with industry and governments.
  • Collaborate with local stakeholders in Labrador West projects to assess labour demands, training needs, and procurement opportunities related to mining and other projects.
  • Conduct skills and procurement mapping to increase local business participation in major projects, including Champion Iron's Kami Project, the Julienne Lake Project, and expansion activities at existing operations such as IOC (Rio Tinto) and Tacora Resources.
  • Collaborate with post-secondary and training providers to align programs with demand, leading to a skilled local workforce for jobs within major resource projects.
  • Work closely with the Board of Directors with broad representation from Indigenous partners, industry, municipalities, government, educational institutions, businesses, and community organizations to foster meaningful relationships and ensure community voices are heard.
  • Develop and implement a three-year work plan with the Labrador West Alliance.
  • Update the plan annually to reflect emerging opportunities.
  • Host regular engagement sessions with municipalities, industry, educational institutions, Indigenous Governments and Organizations (IGOs), and community groups.
  • Gather and analyze baseline data to identify pre-project conditions, including infrastructure needs and support requirements, with a focus on the mining sector (Champion Iron's Kami Project, the Juliane Lake Project, and expansion work at existing operations including IOC Rio Tinto and Tacora Resources), to inform planning and decision-making on power allocation and regional development.
  • Facilitate the development of comprehensive reports outlining the impacts of Labrador West mining development, including comparisons of pre and post-project baselines, and addressing regional infrastructure gaps, workforce development, training capacity, and hiring projections, recognizing that the advancement of major hydroelectric projects (Gull Island, Muskrat Falls, and Churchill Falls) is a key enabling condition for this growth.
  • Provide leadership and support to staff while promoting a respectful, inclusive workplace, ensuring alignment with LWCC policies, and maintaining a safe, functional office environment.
  • Support the daily operations of the LWCC as required.
  • Strategically plan representation of the LWCC at various relevant events and conferences.


What You'll Bring

  • Post-secondary education in business administration, public relations, community development, or a related field.
  • Minimum 5 years of progressive experience in stakeholder engagement, project management, economic and community development.
  • Experience in the region, with an understanding of local socioeconomic challenges is preferred.
  • Experience managing multi-stakeholder initiatives and facilitating community-based strategic planning.
  • Experience researching and accessing sources of funding for local initiatives.
  • Budget management experience and reporting is required.

  • Proven leadership and relationship-building skills across diverse stakeholders.
  • Strong operational mindset with the ability to work independently.
  • Effective communicator with executives and senior leadership.
  • Excellent written, verbal, and presentation skills (bilingualism in English/French an asset).
  • Strong analytical and research abilities to inform decision-making.
  • Knowledge of workforce development and regional labour markets.
  • Familiarity with regional socio-economic conditions and experience in northern or remote communities is an asset.
  • Organized, results-driven, and skilled at managing multiple priorities.
  • Understanding of operations and facility management.
  • Aware of the histories and needs


Compensation and Benefits

The LWCC offers a competitive salary of $110,000 - $140,000 as well as an excellent benefits program:
