Your impact in this Role:

We are seeking a dynamic and experienced individual to join our team as the Manager of Environmental Services, who will be a champion of building community and organizational best practices in delivering services to the local community.

Reporting to the General Manager of Infrastructure and Municipal Works, the Manager of Environmental Services is responsible for managing and coordinating three major portfolios within the City’s Environment Division: the 100 ML daily capacity Water Purification Plant (WPP); the 55 ML daily capacity advanced secondary Wastewater Treatment Plant (WWTP); and Waste Management (including landfill operations, waste collection, organics collection and other waste diversion programs). The Manager will work with a team of 4 supervisory staff and 22 unionized employees while administering an annual operating budget of approximately $17 Million and annual capital budgets in the order of $3 Million.

The Manager will assume a leadership role in addressing major challenges facing the Corporation including but not limited to: implementing the recommendations of the City’s Biosolids, Organics & Septage Masterplan (BOSMP); WPP raw water intake redundancy; and prolonging the life of the landfill site through a variety of diversion initiatives. The Manager will oversee staff and programs to ensure compliance with the Ontario Ministry of Environment Conservation & Parks (MECP) as well as other applicable related regulations. An opportunity to guide and collaborate on contemporary and innovative environmental initiatives are also core aspects of the role.

About the Department:

The Environmental Services Division manages the City’s Water Purification Plant (WPP), Wastewater Treatment Plant (WWTP), and Waste Management, including landfill operations, waste and organics collection and other waste diversion initiatives. It also leads the City’s sustainability and water conservation programs.

Job Responsibilities:

  • Develop, implement, and monitor strategic environmental programs and capital projects, including waste management and diversion, water treatment and conservation, wastewater treatment, and sustainability initiatives, in alignment with municipal goals.
  • Provide leadership and guidance to the Environmental Services team, ensuring alignment with operational and organizational priorities.
  • Oversee the monitoring, reporting, and compliance with environmental regulations, ensuring adherence to local, provincial, and federal laws.
  • Manage the preparation and delivery of environmental education and awareness campaigns, engaging the community to promote responsible environmental practices.
  • Collaborate with other departments, external agencies, and contractors to ensure integrated and effective environmental service delivery.
  • Evaluate the performance of environmental programs and recommend improvements based on data analysis, feedback, and best practices.
  • Prepare, monitor, and manage budgets for environmental services, ensuring efficient allocation of resources and cost control.
  • Advocate for sustainable practices within municipal operations, identifying opportunities to reduce the environmental impact of municipal activities.
  • Lead the development of reports and presentations to senior leadership, Council, and the public on environmental performance, progress, and challenges.
  • Provide leadership in interpreting, reviewing, diagnosing and resolving treatment performance issues, process calculations/modelling results, and provide recommendations for optimizing treatment processes.
  • Provide strategic direction and leadership to ensure team alignment with organizational goals, fostering collaboration, accountability, and high performance.
  • Develop team capacity by coaching, mentoring, and identifying professional development opportunities, ensuring alignment with operational and organizational priorities.
  • Guide and support team members to meet operational objectives, ensuring compliance with organizational standards, policies, and procedures while fostering a collaborative and respectful work environment.
  • Play an active role in the recruitment process by participating in candidate screening, interviews, and hiring decisions while ensuring candidates have a positive experience.
  • Facilitate the successful onboarding of newly hired employees by delivering comprehensive training and continuous development, ensuring alignment between their role, organizational objectives, and the municipality’s culture.
  • Perform other duties as assigned.

Essential Qualifications (Essential and Preferred):

Education:

  • Degree in Environmental Science, Environmental Management, Civil or Environmental Engineering, or a related field.

Experience:

  • Minimum of 7 years of experience in environmental management or a related field, with at least 3 years in a leadership role.
  • Previous municipal experience in a related field would be considered an asset.
  • Fluency in both English and French (written and verbal) would be considered an asset.

Knowledge, Skills and Abilities:

  • Environmental Expertise: Strong knowledge of environmental regulations, sustainability practices, waste management processes, water treatment processes, and wastewater treatment processes.
  • Leadership: Proven ability to lead, manage, and develop a diverse team, promoting a high-performance culture.
  • Problem-Solving: Ability to assess environmental challenges and implement effective, sustainable solutions.
  • Communication: Exceptional verbal and written communication skills, with experience preparing and delivering reports and presentations to senior leadership and the public.
  • Project Management: Demonstrated ability to manage multiple projects simultaneously, ensuring timely and effective implementation.
  • Collaboration: Strong interpersonal skills, with the ability to build and maintain effective relationships with internal and external interest-holders.
  • Data Analysis: Proficient in analyzing data and using it to make informed decisions and improve environmental programs.

  • On-site - Some Hybrid Work permissible per City Policy
