Reporting to the Director of Finance, this position supports the Department of Social Development and Seniors and provides leadership and direction in the various services provided by the Finance and Corporate Services Section that contributes to the effective financial management of the Departments. These services include financial management and reporting, budget development & fiscal management, contract management, program analysis and audit, payment processing, and federal funding claims.
Duties Include:
- Provide leadership and direction to senior officials, managers and staff on financial management matters;
- Provide direction, guidance and support to fiscal analysts, budget supervisor, and finance officers;
- Ensure financial services are delivered consistent with relevant legislation, Treasury Board Policy, and departmental policies and procedures;
- Administer and monitor financial processes within the Department, including the oversight of accounts receivable, accounts payable, and procurement processes;
- Oversee the timely completion of financial reports for senior officials, managers and staff as required;
- Develop the department budget submission, monitor the Departments performance and report on variances;
- Develop, conduct and oversee evaluations on the financial and administrative aspects of programs offered by the Department;
- Develop, implement and maintain evaluations and audits on the financial and administrative aspects of department’s programs and assist programs under-going value for money audits and annual AG audits in navigating audit requests and assist in the formulation of audit responses;
- Develop and oversee the maintenance of a central repository and corresponding database for all contract and agreements for the Department. Lead the completion and submission of all federal funding claims;
- Prepare performance and statistical information for departmental programs for use in the Legislature, Minister briefing notes, and ad hoc reporting to Directors throughout the year;
- Other duties as required.
Minimum Qualifications:
- Recognized post-secondary degree in business administration or a related field with a Professional Accounting Designation.
- Considerable experience in a financial administration position.
- Considerable experience in Budget cycles and budget preparation.
- Supervisory and program management experience.
- Considerable advanced experience in creating and working with computer spreadsheets (analysis tools; pivot tables; complex formulas).
- Extensive experience using Oracle financial applications, (FIS, Discoverer, Hyperion).
- Proven analytical and problem-solving skills.
- Ability to achieve and maintain enhanced security clearance.
- Must hold a valid driver’s license.
