Are you a strategic, hands-on financial leader who is passionate about delivering essential public services and supporting responsive, resident-focused service? We’re looking for a Manager of Revenue to lead the City’s Revenue team, overseeing property taxation, utility billing, business licensing, accounts receivable, and front-line public service operations.
This is a temporary backfill opportunity (up to 24 months) while the current Manager of Revenue supports the City’s implementation of a new enterprise resource planning system. During this period, you will play a key leadership role in maintaining continuity of critical services, supporting a dynamic and knowledgeable team, and ensuring key revenue processes continue to run accurately, efficiently, and on time.
In this role, you’ll oversee the City’s core revenue functions, customer-focused service delivery, and escalated public inquiries, while ensuring compliance with legislation, bylaws and policies. You’ll provide expert advice to senior leadership and Council, collaborate across departments and with external agencies, guide policy and program development, and lead continuous improvement initiatives that strengthen revenue collection and operational efficiency
The ideal candidate is a resourceful, service-oriented leader who can quickly build relationships, support staff through complex or sensitive issues, and translate financial and regulatory information into clear recommendations. Experience in municipal revenue, property taxation, utilities, or a public-sector/unionized environment would be an asset; however, we’re also interested in candidates with strong accounting, leadership, analytical, and problem-solving experience in similarly complex environments

The successful candidate may be eligible for earned days off, earning up to two days per month in recognition of time worked beyond core operational hours. Such arrangements are subject to change based on operational needs.
Position Summary
Under the direction of the Assistant Director, effectively manage the activities of the Revenue Section – property tax, utility billing, business licensing, accounts receivable, public service centre and related programs - in support of the Finance Department annual operational plans.
Major Accountabilities
Develop and manage the provision of revenue collection and public service centre programs including: researching best practices and recommending improvements in revenue collection and public service centre services; developing communications plans for explaining tax programs and implementing new tax procedures; preparing policies to meet industry requirements such as payment card security; reviewing impact of changing requirements on business systems and taking remedial action; providing technical advice and preparing reports and recommendations to senior management, Council and Standing Committees of Council.
Supervise and manage 15-20 supervisory, accounting and support staff of the Revenue Section including: establishing organizational structure for program delivery; selecting and training staff; managing employee conduct, performance and attendance; responding to grievances, overseeing safety program.
Represent the Revenue Section to City departments, other organizations, government agencies and the public including: advising senior managers and staff on property management software operations; liaising with BC Assessment Authority, various federal and provincial government agencies on property tax issues, developments and legislation; liaising with other municipalities on best practices and developments; responding to requests and complaints from the public.
Manage the delivery of revenue collection and public service centre services including: serving on property management software and other technical committees; preparing recommendations to Council on permissive property tax exemptions and related bylaws; initiating penalties for unpaid accounts; working with management from other departments on various issues such as changes in revenue collection for water and sewer utilities, master development agreements and business licence changes; ensuring that effective cash controls are in place throughout the City; consulting with other departments on service improvements for the public service centre.

Qualifications
- Bachelors Degree in Business or Public Administration specializing in finance or accounting.
- Certified General Accountant, Certified Management Accountant or Chartered Accountant (CGA, CMA, CA).
- 5-7 years of progressively responsible supervisory experience in municipal financial management.
