Position Summary

POSITION SUMMARY:

To ensure the highest standard of employee, contractor, volunteer and independent clinical practitioners, health, safety and wellbeing is achieved within Orillia Soldiers Memorial Hospital (OSMH). This position maintains and improves health and safety policies and processes in the workplace and provides project and program support for organizational safety and wellness development activities. Supports compliance of the hospital’s responsibilities under applicable legislation and regulations, including the management of psychosocial hazards.

The position works collaboratively with all members of the Occupational Health and People teams and with leaders across the hospital to design and implement health, safety and wellness development programs in line with strategic goals of the organization and legislative requirements.

This position contributes to ensuring there is a safe environment for employees, physicians, volunteers and students. This position will be the champion and ambassador of a zero-harm occupational safety culture.

Success for this position will be defined by establishing and maintaining continuous improvements and achieving measurable improvement of employee, contractor, volunteer and independent clinical practitioners year-over-year increases in near miss reporting and reductions in workplace injury incidents / lost time incidents.

PRIMARY RESPONSIBILITIES:

In the context of the position and the hospital’s mission, vision and values:

• To implement, maintain and monitor processes associated with the hospital’s Occupational Safety Management Plan and systems and prevailing legislation, including the provision of advice and assistance for the resolution of occupational safety and health issues.
• Provide advice relating to Occupational Safety and Health to management and team members as required and support emergency procedure and processes within the organization to ensure obligations to relevant legislation is met.
• Contribute to the development and review of organizational safety and wellness policies, practices and procedures.
• Maintain Accident/Incident reporting and investigation systems to ensure that all incidents that either result in an injury or have the potential to result in injuries are investigated and potential risks minimized.
• Lead representative for OSMH in regards to WSIB Safety Excellence Program, inclusive of, but not limited to, achieving measurable improvements in workplace incident reduction and maximizing WSIB credits for year-over-year program improvement.
• Support the hospital’s Joint Health and Safety Committee by ensuring Safety Representatives are correctly elected, trained and resourced, providing research support and advice to the committee, and producing and distributing committee agendas and minutes.
• Promote the hospital’s Occupational Safety and Health management plan to ensure general understanding of objectives and responsibilities.
• Undertake research and analysis of data, trends, feedback and targeted evaluations to support organizational safety and wellness projects and policy development, by identifying emerging issues and preparing briefings and recommendations to senior management
• Coordinate and schedule staff attendance at various health and safety initiatives, including regular health assessments, and legislated health surveillance requirements.
• In collaboration with the eLearning Specialist, leadership, and team members across the hospital, develop and implement organizational culture initiatives that grow employee engagement, build morale, and support cross-organizational collaboration in line with the hospital’s values and goals for a culture of safety.
• In all actions, be accountable and employ ethical decision making and good governance in line with the hospital Code of Conduct, Values, policies, procedures and strategic plan.
• Be engaged in wellness initiatives and proactively suggest ways to increase supports for wellness and how the hospital can maintain an environment of wellness where people and their safety is a priority.
• May be required to work outside of standard business hours on occasion for emergency response and incident management as part of OSMH’s Emergency Response Team.

Performs other duties as may be assigned by direct manager.

Qualifications

Education:

• A university degree, diploma or certificate in Occupational Health & Safety required.
• Certification as a Canadian Registered Safety Professional (CRSP) or Canadian Registered Safety Technician (CRST) preferred, or willing to obtain within first six months of hire required
• JHSC Basic Certification and “Sector Specific” Certification required.

Experience:

• Minimum of three (3) years of relevant experience in Occupational Health & Safety required
• Knowledge of occupational hazards in a high-risk or regulated safety workplace settings, current wellness issues and identifying and reducing risk factors.
• Excellent knowledge of relevant legislation, e.g. Occupational Health and Safety Act, Workplace Safety Insurance Act (WSIA), Accessibility of Ontarians with Disabilities (AODA) and Ontario Human Rights Code (OHRC) as well as industry standards and best practices, as it pertains to health and safety.
• Knowledge of JSA (Job Safety Analysis) and PSR (Pre-Start Reviews) development, procedures and training.
• Experience in injury investigation, conducting safety audits and hazard assessments required.
• Experience in health & safety program development, implementation, training and evaluation required.
• Experience in emergency response, business continuity planning, fire evacuation planning
• Experience in coaching and supporting employees and managers, confidently and diplomatically.
• Familiar with HRIS, learning/training systems, metrics, employee benefits, negotiating, evaluating and coordinating services with vendors
• Familiar with WSIB Safety Excellence Program procedures and policies.

Competencies:

• Strong presentation skills, knowledge of adult learning principles and training experience, to facilitate and deliver various Health and Safety programs.
• Strong interpersonal skills with the ability to develop and maintain consultative relationships with workers from all levels of the organization.
• Demonstrated project management and leadership skills.
• Ability to work in a fast-paced environment, working independently with minimal direction and as part of an interdisciplinary team. Work well under the pressure of deadlines, show good judgement, persuasiveness and discretion, demonstrating flexibility and initiative.
• Excellent time management, detailed oriented and organizational skills with an ability to work efficiently and effectively to meet timelines as required, with competing priorities.
• Proven analytical and problem solving ability.
• Proven flexibility and ability to adapt positively to change.
• Demonstrated ability to maintain absolute confidentiality required.

• Excellent computer skills (i.e. Word, Excel, Outlook, Power Point), inclusive of safety management digital platforms
• Knowledge and experience with data collection and analysis.
