Our client, an established Real Estate Developer / Builder seeks a results-driven Planning, Project Manager to lead and manage land use planning and development projects across the GTA, primarily Mississauga and Toronto. In this role, you will focus on zoning by-law amendments, official plan amendments (OPA), site plan approvals, and building permit coordination. The ideal candidate will bring a strong understanding of Ontario’s Planning Act, municipal planning processes, and stakeholder engagement. You will be responsible for managing projects from initiation through to final approval, working closely with municipalities, consultants, and clients/owners to ensure timely and successful outcomes.

Our client, an established Real Estate Developer / Builder seeks a results-driven Planning, Project Manager to lead and manage land use planning and development projects across the GTA, primarily Mississauga and Toronto. In this role, you will focus on zoning by-law amendments, official plan amendments (OPA), site plan approvals, and building permit coordination. The ideal candidate will bring a strong understanding of Ontario’s Planning Act, municipal planning processes, and stakeholder engagement. You will be responsible for managing projects from initiation through to final approval, working closely with municipalities, consultants, and clients/owners to ensure timely and successful outcomes.
Planning, Project Manager Key Roles And Responsibilities
- Lead the end-to-end management of planning projects including zoning amendments, official plan amendments, and site plan approvals and building permits.
- Coordinate with internal teams and external consultants (e.g., planners, architects, engineers, legal).
- Liaise with municipal planning departments, conservation authorities, and other government agencies to facilitate approvals.
- review and coordinate all internal and external reports/drawings and information to ensure a timely progression of applications.
- Manage project budgets, timelines, and deliverables; proactively address delays or challenges.
- Represent clients at public meetings, community consultations, and Council/Committee hearings.
- Maintain up-to-date knowledge of provincial planning policy (e.g., PPS, Growth Plan, Greenbelt Plan) and local municipal policies.
- Ensure compliance with the Planning Act and applicable legislation.
- Provide strategic advice to clients on development potential, land use feasibility, and risk management.
- Bachelor’s or Master’s degree in Urban Planning, Geography, Public Administration, or a related field.
- Registered Professional Planner (RPP) designation or eligibility for membership with OPPI is not required but a plus.
- 5+ years of progressive experience in land use planning, preferably with zoning/OPA/site plan files in Ontario.
- Strong knowledge of Ontario’s planning framework and municipal development processes.
- Excellent written and verbal communication skills; ability to prepare and or present professional planning documents.
- Proven project management skills, including experience handling multiple projects with competing deadlines.
- Proficiency in MS Office including Microsoft project.
- Experience working with private sector developers, planning consulting firms, or municipal planning departments would be an asset
- Familiarity with community engagement strategies would be an asset
- Understanding of environmental, heritage, and transportation planning considerations in land development would be an asset
