Job Description:

On behalf of our public sector client, Affinity is looking for a Project Manager to guide the transformation of the Commission’s Budget Management practices. This project includes establishing a routine forecasting practice, defining roles and responsibilities, improving organizational financial literacy, and defining and implementing accountability mechanisms.


Responsibilities:

• Works closely with the project team, the steering committee, and multiple working groups to manage the project, including:

o Initiation, planning, implementation and reporting on the Budget Management Transformation project

o Development of the Budget Management Framework

o Supporting and managing the inputs and interests of all branches

o Planning, development and implementation of relevant commission-wide training

o Defining and document relevant roles & responsibilities

o Defining and implementing accountability mechanisms

• Manages and implements projects through all phases of the project management life cycle within the defined measures of success and the accepted standards and deliverables.

• Supports initiation and business case development, determines project scope, defines deliverables, and develops project charters to align with the direction of the program.

• Supervises project staff including assignment of work and supports functional supervisors by providing feedback on performance and development activities as assigned.

o Consults with working group members to manage competing inputs and resource requirements, escalating issues to senior management where necessary.

o Respects competing pressures and develops strategies to maximize efficiency of project teams.

• Provides analysis and leadership for business process re-engineering. Coordinates the re-design by seeking input and expertise from staff, assessing current business practices, researching best practices, analyzing business options, identifying risks and risk mitigation approaches, recommending priorities, and resourcing requirements, and providing cost-benefit considerations for business solutions.

• Directs the review and evaluation of end-to-end business processes and systems with various departments to assess business problems, articulate business requirements and identify areas of improvement as part of the Budget Management Transformation effort.

• Directs the validation, and reporting of required system enhancements, training gaps and process change recommendations in order to enable Budget Managers to fulfill their responsibilities.

• Develops and maintains a broad range of stakeholder relationships to achieve project objectives including leading consultation and engagement sessions.

• Develops reporting and provides advice to the Steering Committee, the Project team and key stakeholders on project status, and risk management approaches.

• Communicates and tracks the resources for the project.

• Plans and conducts project evaluations and post-implementation reviews, and documents findings

Qualifications

Must-have:

• Minimum 5 years of project management experience with;

o Experience leading an enterprise-wide initiative(s) in a large complex environment, full cycle project management experience including ideation, business case development, implementation, monitoring, project close-out and post project evaluation,

o Experience in the use of business process systems, business reporting design and development, data management, and new systems implementation, project management methodologies, including waterfall and agile project management.

• Knowledge and experience with public sector financial and forecasting requirements.

• Excellent communication, presentation, negotiation, and relationship-building skills.

• Strong analytical and problem-solving skills with the ability to provide strategic insights and recommendations.

• Proven ability to manage multiple projects simultaneously and deliver results within deadlines.

• Knowledge of advanced analytics and business intelligence tools for financial reporting and decision-making.

Nice-To-Have

• Experience working in or with public sector finance.

• Experience with financial systems and tools, particularly those related to forecasting and budgeting.
