The role
Reporting to the Director, Procurement, you will be responsible for developing and implementing purchasing strategies for assigned files. You will work in collaboration with various stakeholders to reduce risks and coordinate files with cross-functional teams involving several business units, while using best practices. Working closely with the legal team, you will actively participate in the development, drafting and review of documents relating to contractual agreements.

The role
Reporting to the Director, Procurement, you will be responsible for developing and implementing purchasing strategies for assigned files. You will work in collaboration with various stakeholders to reduce risks and coordinate files with cross-functional teams involving several business units, while using best practices. Working closely with the legal team, you will actively participate in the development, drafting and review of documents relating to contractual agreements.
The Responsibilities
- Establish and maintain strong relationships with internal stakeholders, understand their needs and recommend best practices.
- Conduct market research and analysis, assess competition and risks.
- Propose strategies and initiatives and uncover advantageous opportunities and/or threats related to contracting.
- Ensure the timely completion of projects while respecting governance.
- Prepare and issue complex tender documents, ensuring that requirements are clearly defined.
- Evaluate bids and negotiate agreements.
- Ensure the accuracy of contractual commitments on purchase orders issued by the Financial Expertise Centre group.
- Coordinate contract renewals and amendments, and support business units in the application and interpretation of contractual clauses.
- Prepare briefings and reports as required by management.
- Bachelor's degree in business administration, finance, legal services. A combination of education and experience may be considered.
- Minimum 8 years experience in preparing, managing and evaluating tenders and negotiating contracts.
- Experience in public procurement management, the preparation and negotiation of complex contracts, and the conduct of procurement processes. Experience in the private sector is a strong asset.
- Ability to work on in-depth analysis of contractual documents and reports.
- Strong negotiation and conflict management skills.
- Demonstrates initiative and autonomy.
- Excellent oral and written communication skills.
- Excellent interpersonal skills.
- Bilingualism required (French and English).
- Knowledge of national and/or international laws, regulations and trade agreements relating to purchasing and supply procedures.
