Position Overview
Reporting to the Director of Strategic Opportunities & General Counsel, the Senior Manager, Strategic Opportunities provides leadership and expertise in developing new policy ideas and research responsive to the needs and priorities of First Nation clients.
Accountable for providing daily management of the Strategic Opportunities (“SO”) team to ensure the projects adhere to the standards and guidelines set by the CEO, Senior Management Team and FMB’s Board of Directors. Accountable to provide support in the development of internal policies and procedures to optimize the SO team’s operational efficiency and quality control.

- Supervise and manage the work conducted by direct reports daily.
- Together with the Director and other Senior Manager, Strategic Opportunities evaluate the individual performance of Strategic Opportunities staff.
- Maximizes staff performance and productivity by ensuring effective people management and continuous improvement measures are undertaken within the department.
- Work with the Director to conduct all activities related to building and growing a high-performance Strategic Opportunities team in accordance with the approved Human Resources Policy, and through the effective use of training, motivating and mentoring programs. Proactively maintains professional development for self and sets up professional development plans with staff.
- Assist the Director in preparing material for submission to Executive Office in advance of meetings of the SPI Committee and Board of Directors.
- Where required, provide input into business line strategic planning, budgeting, and the continual improvement of the FMB's policies, procedures, and operations.
- Maintain engagement file documentation in an organized and structured manner, and in accordance with policy and procedure.
- Participate in or contribute to special projects as directed.
- Ensures that the FMB’s Governance Benchmarks, sample Governance policies and procedures and other supporting “tools and templates” are maintained and continually improved.
- Works closely with all FMB business lines to support the continuous improvement of the Certification Review and Approval process, if required.
- Provides leadership, in collaboration with other staff and, in the identification, development and implementation of policy priorities and strategies for implementation.
- Leads FMB’s work to position our, and our clients strategically and powerfully with policymakers and influencers.
- Collaborates with various partners and senior leadership in cultivating and building powerful relationships with key policymakers and influencers in support of FMB’s and our clients’ mandate.
- Proactively and comprehensively responds to government on how legislation and administrative decisions can be consistent with good First Nations administrative governance, economic reconciliation and UNDRIP.
- Works with the Director of Strategic Opportunities & General Counsel to Identify prospective partnerships with various organizations, institutions, education facilities, financial service providers, law firms and other key parties.
- Cultivates current relationships ensuring services and standards align with FMB corporate expectations and promotes the advancement of FMB mandates.
- Ensures that the FMB’s Governance Benchmarks, sample Governance policies and procedures and other supporting “tools and templates” are maintained and continually improved.

Qualifications
- Post-secondary education in Business Administration, Community Development, Governance and Public Administration, Public Policy, Communications or equivalent.
- Graduate Degree an asset.
- Minimum of 5 years’ experience:
- in comparative international governance, federal government departments and Indigenous organizations;
- Must have extensive experience working with First Nations on governance structures and understanding of First Nations institutional infrastructure;
- Experience in Financial management, First Nation law and Political science an asset;
- Working with multiple partners including federal and provincial governments;
- Minimum two (2) years of relevant experience working within a public policy or policy-making environment (e.g. government, NGO) required.
- Demonstrated ability to generate and evaluate research and policy options.
- Willingness to participate in ongoing education and training for the role including Indigenous studies.
- Strong planning, coordination, and project management skills.
- Exceptional oral and written communications skills.
- Must be fluent in English (spoken and written), French language is considered an asset.
Working Conditions
- This position is based in West Vancouver, BC, Winnipeg, MB, Montreal, QC or Ottawa, ON.
- Remote work may be considered.
- Requires national travel.
- Evening and weekend work may be required occasionally.
