The Senior Project Delivery Specialist – Infrastructure Division, is responsible for leading one or more major project work streams (such as procurement, design development, property acquisition, environmental permitting, partner agreements, interface management, project controls) for one or more infrastructure projects or sub-projects, as directed, to achieve project success criteria outlined in project governance documents and in accordance with port authority policies and directives and project specific agreement obligations.
This includes providing senior technical advice as a subject matter expert in project delivery methods and/or project controls, overseeing the work of a matrix team of internal and external resources; and identifying and implementing process improvements to enhance efficiencies.
What You Do
The successful candidate will have completed a bachelor of Science degree in engineering or another acceptable degree and a minimum of 5 years’ experience in the delivery of complex capital projects related to transportation, port or marine infrastructure, in the $15 - $100 million+ range, and involving multiple partners and stakeholders. This experience must encompass all life-cycle phases (planning, design, construction and closeout) and include procurement, design and construction supervision, and contract administration. Preferably experienced in projects and programs involving extensive public consultation and partnership with other levels of government and industry. Professional Engineer designation and PMP Certification would be considered assets.
Must be a team player with excellent interpersonal and communication skills and the ability to work effectively and positively with all contacts (internally and externally) and strategically identify and balance competing interests. Must have a strong customer service orientation and be a highly organized and detailed-oriented individual who can work independently, with minimum supervision and manage competing priorities. Must also demonstrate high levels of accountability, analytical and effective decision-making, planning, and initiative. Must have excellent written and verbal communication skills
The incumbent must obtain and maintain a valid Marine Transportation Security Clearance as this position is required to access restricted areas/information as defined by the Marine Transportation Security Regulations.

What You Do
- Providing senior technical advice on project delivery methodology and/or project controls to the Manager.
- Participate in, and as directed by the Manager, lead one or more of the following workstreams, in collaboration with applicable port authority departments/division and in accordance with corporate policies/directives and project specific partner agreement requirements
- workstream integration management
- project communications and stakeholder engagement
- indigenous group consultation and participation
- engineering design development and 3rd party interface management
- project controls (estimating, cost and schedule management, risk management, change management, earned value progressing, and forecasting) and project status reporting
- property acquisitions
- environmental permitting and regulatory approvals
- major works procurement
- construction management (quality, safety, environmental, commercial etc..)
- partner agreements
- other major workstreams as assigned
- Develop workstream management plans, and oversee the work of a team of internal and external resources, ensuring clarity of roles, expectations and delivery of services required for successful workstream completion in a matrix environment.
- Provide functional guidance to the project delivery coordinator – infrastructure division on day to day assignments and work flow.
- Develop contracting strategies and participate in the consultant and contractor selection process in accordance with port authority policies and directives.
- In collaboration with the Manager, the procurement department and the assigned contract administrator (as applicable), manage the performance of consultants and contractors, as assigned, to ensure contractual compliance, value for money and quality of service. Identify and escalate performance issues and provide recommendations for resolution and improvement.
- Establish appropriate project controls and manage workstream scope, schedule, cost, risk, quality, safety and other factors to achieve project success criteria as identified in project governance documents.
- Monitor and report on the project team’s adherence to established workstream management plans, adjust and update plans as necessary to achieve success criteria, escalating any issues identified.
- Identify, evaluate, recommend and implement process improvements (e.g., project controls, contract management) to enhance efficiencies.
- Participate in health and safety initiatives and comply with established policy, procedures and guidelines to protect yourself and your work colleagues. Report concerns, hazards, risks and incidents to management for follow-up.
