This position currently falls within our hybrid model, allowing the employee to typically work a minimum of 50% of your time at your regular work location and the other 50% of time at home.


Job Summary

Reporting to the Manager of Capital Projects – Transportation Engineering, the Senior Project Manager is responsible for managing and delivering complex capital works projects through all phases of the project lifecycle—from initiation, planning, design, and procurement, through to construction, commissioning, and close-out. This includes administration of environmental assessments, public engagement, contract management, and project management. The Senior Project Manager also provides technical guidance and mentorship to Project Managers, Contract Administrators, and Construction Inspectors.


Education

  • Post-secondary diploma or degree in civil engineering or a related discipline; a degree is preferred.
  • An equivalent combination of education, experience and qualifications may be considered.


Knowledge

  • Ten years of progressive project management experience, delivering transportation capital projects across all phases (initiation, planning, design, construction, and close-out).
  • Demonstrated experience in both design and field execution of capital transportation projects.
  • Proficiency with Microsoft Office, and MS Project or other project tracking software.
  • Knowledge of the following standards, regulations and guidelines:Municipal Class Environmental Assessment process, Niagara Peninsula Standard Contract Document (NPSCD), Ontario Provincial Standards (OPSS/OPSD), Project Management Body of Knowledge (PMBOK), Ministry of Transportation Ontario (MTO) Geometric Design Standards and Roadside Safety Manual, Transportation Association of Canada (TAC) Geometric Design Guidelines, Ontario Traffic Manual (Book 7 – Temporary Conditions), and all applicable legislation including the Safe Drinking Water Act, Ontario Water Resources Act, Occupational Health & Safety Act, Environmental Protection Act, Excess Soil Management Regulation, Municipal Act, and Construction Act.
  • Must hold a current and valid professional designation in a relevant discipline [e.g., Certified Engineering Technologist (C.E.T.), Licensed Engineering Technologist (L.E.T), Professional Engineer (P.Eng.)].
  • Project Management Professional (PMP) certification is preferred.


Responsibilities

  • Manages the delivery of multiple complex transportation capital projects (e.g. implementation of new roads, bridges, and structures, road reconstruction and rehabilitation, and bridge and structure replacement and rehabilitation,) through all project phases by managing resources, scope, schedule, budget, quality, risk, and communication. (50% of the time')
  • Provides technical leadership and mentorship to assigned staff, supporting their professional development throughout all stages of capital project delivery. (20% of the time)
  • Manages project development and bid processes. (10% of the time)
  • Acts as the primary project representative with Regional and Municipal Councils, interested parties, agencies, interest groups, and the public. (10% of the time)
  • Develops, manages, and administers capital budgets and 10-year forecasts to support Council’s strategic objectives, ensuring financial transparency and accountability. Monitors budget compliance, identifies and explains variances, oversees timely billing, and ensures completeness of funding and financial reporting. Ensures all activities comply with corporate financial policies, capital asset accounting standards, and best practices in asset management planning. (5% of the time)
  • Provides recommendations to the development and enhancement of policies, procedures, and technical standards. (5% of the time)
  • Performs other related duties and responsibilities as assigned or required.

  • Must maintain the ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
