Within the context of a client and family centred model of care and, in accordance with the Mission, Vision and Values, and strategic directions of Providence Health Care, the person promotes a safe, respectful, and civil working environment for patients, residents, families, visitors and staff.

Reporting to the Director Strategic Recruitment, Equity Diversity and Inclusion, the Senior Talent Recruitment Specialist plays a key role within PHC to develop and implement local, regional, national and international strategic recruitment initiatives that address staffing shortages in the organization. The Specialist works closely with external partners like other health organizations and BC Government agencies to support and implement provincial health human resource recruitment strategy. They facilitate presentations, reports and workshops to ensuring PHC leadership is kept apprised of recruitment advancements. The role works with complex issues to resolve emerging recruitment, immigration and retention challenges, including where appropriate the development of new recruitment programs and initiatives.

The Specialist supports and fosters equity, diversity and inclusion best practice for all programs and initiatives.

Qualifications / Skills and Education

Education, Training and Experience
University degree in economics, business administration, human resources, life sciences or other field related and seven (7) to ten (10) years’ recent related experience in health care sector providing expertise in recruitment strategies, complex analysis and problem solving and immigration expertise or an equivalent combination of education, training, and experience. Project Management Professional designation is an asset.

Duties and Responsibilities

1. Contributes recruitment subject matter expertise in the planning and preparation of complex strategic initiatives as they relate to provincial health human resource recruitment planning
2. Builds strong and effective relationships with internal and external partners. Establishes good rapport, credibility, and maintains communications, as required.
3. Represents PHC at local, regional, national, and international venues as requested by responsible areas.
4. Applies project management principals and tactics to support the design of new initiatives and supports responsible teams with development of related implementation plans.
5. Ensures Talent Recruitment team members are kept apprised of provincial recruitment advancements; acts as facilitator to teach or provide updates to team
6. Collaborates within a dynamic and integrated team, helping to advance strategic initiatives and projects. Maintains a focus on achieving objectives, timelines, and deliverables.
7. Prepares briefing notes, research reports, and risk analysis on complex, multifaceted issues for multi-level internal and external stakeholders
8. Using expert knowledge about recruitment provides advice and service to multiple internal and external stakeholders to address concerns and champion the best course of action.
9. Leads the core principles and implementation of new webinar and event software for use within the recruitment team.
10. Provides direct supervision, performance management and mentorship to assigned staff.
11. Supports recruitment of nurses and allied health, as required.
12. Researches and develops the guiding principles needed for an Indigenous Recruitment Strategy for Nursing, HCA, Allied Health and Physician Recruitment, making recommendations to department leadership.
13. Researches and develops recruitment strategies that include principles of Equity, Diversity, and Inclusion Strategy for PHC, making recommendations to department leadership.
14. Performs other related duties as required.
