THE OPPORTUNITY

The GIS Supervisor is responsible for planning and implementing all aspects of the City's Geographic Information Systems (GIS). The incumbent facilitates operational teams, identifies resources, and establishes project objectives. The employee supervises the GIS team and determines timelines, milestones, and developing standards for GIS deployment and use. This position reports to the Director of Information Systems.

This is a full-time, permanent position.

Salary: Level 17A - $105,651.00 - 125,598.20 annually

RESPONSIBILITIES

1. GIS Operation Management
  • Develop and maintain a corporate GIS strategy by participating in the design, implementation, maintenance, monitoring and enforcement of policies, standards, guidelines, and procedures with respect to Geo-spatial data, based on users’ requirements and corporate objectives.
  • Review and maintain an adequate GIS Data Model for the city and administer, monitor, tune and optimize GIS web and application servers to ensure their security, fault tolerance and efficient performance.
  • Supervise the maintenance of all City spatial information by applying proven communication, analytical and problem-solving skills to help identify, communicate, and resolve issues and by fielding incoming problem tickets from end users and dispatching work effectively among the GIS technologists.
  • Perform system analysis for integration of GIS with corporate business data and applications, including staff consultation, modeling of GIS databases, and evaluation of technical and end user requirements.
  • Apply principles of project management to identify, analyse, develop, and oversee GIS projects that will increase the efficiency of city processes or workflows.
  • Administer, review, and improve daily operations of the city's Enterprise Geographic Information Systems (GIS) making the spatial information more widely and seamlessly available across the organization.
  • Provide GIS related technical guidance and assistance to team.

2. Client Relations
  • Work with internal clients such as Planning, Public Works, Engineering and Fire to assist with business, technical or operational problems related to the spatial information or applications.
  • Work with all levels of staff to provide troubleshooting advice and recommendations regarding the business use of the associated GIS applications or information.
  • Develop training materials and provide technical assistance and training regarding the use of GIS tools and GIS web applications for GIS staff and city departmental users.
  • Work closely and coordinate with City Management to integrate GIS technologies to increase workflows or public service efficiencies.

3. Supervisory Management
  • Ensure leadership aligns with the City’s strategic and corporate plans as well as values and guiding principles.
  • Provide a high level of coaching, training, and mentoring to section staff in the achievement of their goals and projects on an ongoing basis as well as through the performance management process.
  • Manage the daily operations of the GIS work unit, setting goals and expectations for the team, making decisions regarding staffing matters, stressing the importance of teamwork, ensuring the overall efficiency of the services provided by the team as a whole.
  • Provide the leadership to ensure the efficient and effective ongoing operation of the enterprise-wide programs and services provided by the section as well as continual enhancements to the programs and their processes.
  • Receive and investigate complaints or concerns relative to the delivery of section services and ensure appropriate information is provided or appropriate action taken.
  • Respond to customer concerns and complaints using tact and understanding.

4. Other Duties
  • Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
  • Provide leadership for Health and Safety by making every reasonable effort to ensure the health and safety of staff within the section. Understand the safety incident reporting requirements
  • Act as a steward of the City's Corporate Culture through empowerment and support to staff.
  • All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
  • Employees are expected to stay current on WHMIS and other safety-related procedures.
  • Perform GIS support functions for the EOC when the City Disaster Response Plan is activated.
  • Perform other job-related duties.

QUALIFICATIONS

  • Post-secondary degree in the field of Geographic Information System or equivalent.
  • Ten (10) years related experience.
  • A combination of experience and education may be considered.
  • Specialized knowledge of geomatics sub-disciplines including data analysis, programming for the development of custom GIS query software, data standards, cartographic product development, data/map organization and data warehouses to provide technical leadership for all deliverables.
  • Sound technical knowledge of GIS and its applications including ESRI based products (i.e.. ArcGIS Desktop, and ArcGIS Server).
  • Familiarity with Autodesk and AutoCAD software.
  • Particular knowledge of MSSQL database management that includes facility with the T-SQL language.
  • Comprehensive knowledge of Microsoft Windows based software: Word, Excel, PowerPoint, Outlook and sequential and relational databases.
  • Basic knowledge of Autodesk Infrastructure Design Suite standard edition, CityView Desktop
  • Intermediate knowledge of Microsoft SQL Server, FME Desktop, LizardTech GeoExpres
  • Advanced knowledge of ESRI ArcGIS Desktop, ArcGIS Server, ArcGIS Mobile, Trimble Positions Desktop add-in, Trimble Positions Mobile extension
  • Proven Leadership skills.
  • Possess the ability to prepare and manage a budget.
  • Highly developed level of interpersonal skills to interact with a variety of internal and external clients.
  • Demonstrated problem solving skills.
  • Strong conflict and performance management skills.
  • Strong written communication skills to prepare/assist in the preparation of documentation of custom application development, georeferencing procedures, the theory and practice of complex geospatial analysis and GIS software requirements.
  • Possess the proven ability to deal with public matters, public consultation processes and community and stakeholder liaison.
  • Ability to prioritize and delegate.

  • GIS Professional Certification.
  • Certification in Project Management.
  • Certificate in Municipal Management.

CONDITIONS OF EMPLOYMENT

  • Class 5 Driver’s License.
  • Must obtain a satisfactory review of a three-year Driver’s Abstract, with a maximum of six demerits.
  • Criminal Record Check Clearance.

WORKING ENVIRONMENT:
  • Monday to Friday.
  • Hours of Work: 8:30am to 4:30pm.
  • Hybrid Work Options.
  • Overtime may be required.
  • Travel may be required.
  • Exposure to noise levels that may exceed 85 decibels.

PHYSICAL REQUIREMENTS
Medium Effort
  • Climbing ladders, balancing, crawling, crouching, depth perception/night, lifting, pushing, reaching (both arms), use of feet (for control), pulling, outside work.
  • Lifting to 10kg (22 lbs).
