Overview

Reporting to the Program Manager, Parking and Animal Services, this position involves supervisory, public relations, technical, regulatory and enforcement work involving the responsibility for planning, assigning, checking and evaluating the work of a group of staff members who are involved in the enforcement of bylaws and regulations associated with traffic and parking offences, pay-parking and other related bylaws.

Examples of key responsibilities include, but are not limited to:

  • Supervise a team of staff to ensure compliance with the city traffic bylaws and other related bylaws, including training, mentoring and coaching.
  • Establish, prioritize, assign and delegate daily work tasks and/or shift schedules.
  • Monitor and measure staff performance, including input into performance reviews.
  • Monitor, maintain meter and permit rates; monitor general inventory and supplies, general equipment, uniforms and fleet vehicles.
  • Investigate and respond to internal and external requests for information, compliance, disputes and concerns.
  • Coordinate joint investigations involving other intergovernmental agencies such as the RCMP and provincial authorities.
  • Review all adjudication packages prepared by subordinates and provide direction regarding methods of gathering and giving evidence.
  • Liaise with a variety of internal and external contacts such as other Municipal departments and the RCMP, in interpreting and explaining various bylaws, policies and procedures.
  • Provide input and recommendations regarding departmental system and operational matters.
  • Attend and participate in various stakeholders and special event planning meetings on behalf of the department.

Knowledge, Skills & Abilities:

  • Considerable experience in researching and preparing correspondence for both internal staff and external clientele.
  • Ability to evaluate policies and practices and make recommendations to enhance service levels.
  • Sound knowledge of the practices, procedures, bylaws, standards and regulations related to the work performed.
  • Sound knowledge of various infractions and dispute processes such as the issuance Bylaw Violation Notices (BVN) and the Bylaw Adjudication process.
  • Ability to prioritize daily tasks and deadlines, measure task outcomes and ensure that long-term and short-term objectives are successfully achieved.
  • Monitor and allocate City assets, staff, and resources to support efficient operations and meet budget projections. Skill as a speaker and mediator is essential for addressing volatile issues.
  • Sound knowledge of the relevant bylaws and regulations related to municipal enforcement operations for traffic safety, on and off-street parking, pay-parking operations and other related matters.
  • Ability to enforce bylaws with fairness, impartiality and good judgement.
  • Proficiency in related computer applications such as Microsoft Word, Excel and Outlook.
  • Ability to use REDMS or a similar records management system.
  • Ability to successfully clear a Police Information Check.

Qualifications and Experience:

  • Completion of job-related coursework equivalent to a one (1) year program, such as Bylaw Compliance, Enforcement & Investigative Skills 1 and 2.
  • Minimum 2-5 years of progressive experience in bylaw enforcement, licensing, regulatory compliance, or municipal inspection work.
  • Supervisory experience, including responsibility for staff scheduling, performance reviews, and coaching.
  • A valid Class 5 Driver’s Licence for the Province of British Columbia with a safe driving history

Working Conditions:

Job duties are mainly performed in an office environment with additional time spent in the field. The incumbent responds to public inquiries and sensitive complaints and thus, must exercise a high degree of tact and diplomacy, as well as considerable independence of judgement and action.
