Under the general supervision of the Supervisor of Support Services, the Waste Diversion Specialist is responsible for planning, maintaining, and delivery and implementation of a wide range of solid waste programs and services for multi-unit and mixed-use properties in order to fulfill legislated responsibilities and to meet the present and future community needs.

The Waste Diversion Specialist will perform research, provide information/advice and recommendations, and collaborate with the community to deliver solid waste programs and services for the multi-unit sector.

The Waste Diversion Specialist is expected to participate and assist the Supervisor of Support Services and/or Manager on more complex tasks and initiatives and work independently on less complex tasks and initiatives and may act as the Supervisor of Support Services (as required).

As the Waste Diversion Specialist you will:

  • Coordinate and administer public education programs related to Multi-Unit Waste Diversion and maintains community relations and communications.
  • Undertake primary and secondary research, data collection and analysis to monitor and track efficacy and performance of multi-unit solid waste programs, services and initiatives.
  • Be responsible for administering solid waste planning programs and services.
  • Prepare reports, briefings, and correspondence to provide information to management, Council and the general public on solid waste programs and services for the multi-unit sector.

Your education and qualifications include:

  • Bachelor’s degree: Public Administration, Environmental Studies / Science, Natural Resources Management, Communications or Planning with a focus on municipal environmental or solid waste issues, or an equivalent combination of academic and experience.
  • Master’s degree in Natural Resources Management, Planning, or Environmental Studies / Science (desirable).
  • A minimum of twenty-four (24) months experience in planning/implementing environmental/waste programs and/or inititatives.
  • Experience analyzing complex issues and developing practical solutions.
  • Experience with public presentation and formal report preparation.
  • Experience working effectively both independently and in a team environment.
  • Strong organizational, research, analytical and decision-making skills.
  • Knowledge of waste hierarchy and circular economy principles.
  • Knowledge of legislation related to solid waste management.
  • Knowledge of economic development issues as related to sustainable development at the community and at the neighbourhood level.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts including suppliers and contractors and the public, in accordance with the Respectful Workplace Standard.
  • Knowledge of OurWinnipeg2045, the City of Winnipeg Act and the City’s by-laws, preferred.
  • Extensive knowledge of the current Solid Waste plans and by-laws, preferred.

Conditions of employment:

  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
  • Must possess and maintain a valid Class 5 Manitoba Driver’s Licence.
  • Must be physically capable of performing all the duties of this position, which may include, but are not limited to: working outdoors in potentially unfavorable weather conditions or for extended periods of time and the ability to lift up to 50 lbs.
