CHIEF SECURITY OFFICER
Full Time
Salary: $72,511 - $90,489 (under review)
Position Summary
Under the direction and leadership of the General Manager of Physical Plant Facilities, the Chief Security Officer manages and administers all the Board’s schools and facilities Security Alarm System (150 locations), networked Card Access Systems (145), networked CCTV Systems (1500+ cameras and 110 digital recording), and the Photo Identification Program (9,000+ cards). The Chief Security Officer liaises with Board administrators, school administration, and law enforcement agencies, to ensure a safe school environment. The Chief Security Officer provides recommendations to reduce vandalism, break-ins, and other criminal activities. The Chief Security Officer conducts confidential investigations (authorized by Executive Council and/or Superintendents), to ensure that the privacy of the subject matter and persons involved is protected on a “need to know” basis only. The Chief Security Officer is also the lead contact for the S.P.E.A.R. (School Police Emergency Action Response) protocol with Peel Regional Police, Ontario Provincial Police, and the Orangeville Police. The Chief Security Officer manages the confidentiality of information collected via the CCTV Systems, Card Access Systems, and Photo Identification Program as per established Board guidelines and within the directions provided by the Ontario Information and Privacy Commission.

KEY REPONSIBILITIES (not Limited To)
- Assesses, evaluates, investigates, and reviews on a regular basis, the security, asset protection, and safe school needs of all the Board’s students, staff, and community at all schools and facilities.
- Designs, develops, and co-ordinates installations, to ensure compliance with tender specifications, building and fire codes, and Municipal By-laws.
- Administers and maintains all Security Alarm Systems, networked Card Access Systems, and digital CCTV Systems for new and existing schools and facilities, to ensure that the confidentiality of all the information on the systems is protected at all times, and that any records retrieved from any of these systems for either law enforcement or Board use meets the established guidelines as approved by the Board and is within the directions of the Ontario Privacy Commission.
- Provides and co-ordinates security coverage in schools and facilities for special school events, e.g. dances, sports events, Board, and special meetings, night school, Sheridan College campuses, construction sites, VIP visits, strike action plans, and any other events, as required.
- Prepares Tenders, RFP’s (Request for Proposal), policies, procedures, and guidelines.
- Reviews and manages all security related invoices before authorizing payments, to ensure costs are maintained within established budgets.
- Develops and manages, as the primary contact for the S.P.E.A.R. (School Police Emergency Action Response) protocol with Peel Regional Police, Ontario Provincial Police, and Orangeville Police, the school “lockdown” procedures, to ensure that the safety and security of the students, staff, and the community are appropriately managed at a reduced risk during critical incidences.
- Provides valid, up-to-date information to Executive Council, Superintendents, and the General Manager of Communications and Community Relations as these critical situations evolve.
- Investigates and co-ordinates an effective response from intelligence received for law enforcement agencies, Executive Council, Superintendents, Principals, and the General Manger of Communications and Community Relations, with regard to issues involving gang violence and activities, threats, intimidation, drive-by shootings, drug use, trafficking, physical and sexual assaults, and any other action that takes place that puts the safety and security of students, staff, and the community at risk.
- Co-ordinates, with the General Manager of Communications and Community Relations, the release of information to parents, guardians, and the media following any critical incident that places the students and staff at risk.
- Manages and controls the confidentiality of information collected via the CCTV Systems, Card Access Systems, and Photo Identification Systems as per guidelines provided by the Ontario Information and Privacy Commission.
- Co-ordinates, with law enforcement agencies, an investigation related to missing students, potential suicide attempts, location of students, and those students that might be at risk.
- Responds and co-ordinates with Superintendents, General Managers, School Administrators, and the Plant Department the clean-up, relocation of classrooms or schools, insurance claims, etc. as a result of large scale property damage through vandalism or the environment, e.g. frozen pipe breaks.
- Provides training and in-service to Administrative staff, teachers, and Support Services staff on physical security, school safety, violence, lockdown, and
- S.P.E.A.R. protocols.
- Attends parent council meetings to discuss and promote school safety.
- College diploma in a related field.
- Minimum of five (5) years’ experience in a related field.
- Supervisory experience.
- Equivalent combination of education and experience.
- C.P.P. (Certified Protection Professional).
- Must have a good knowledge and understanding of CPTED (Crime Prevention Through Environmental Design) concepts.
- Extensive working knowledge of relevant legislation.
- Strong policy development and leadership experience.
- Excellent report writing and presentation skills.
- Proficiency in computer applications such as Microsoft Office Suite and Internet Explorer.
- Excellent strategic planning, issues management, analytical problem-solving, and negotiation skills.
- Ability to exercise considerable independent judgment, tact, and sensitivity in dealing with internal and external contacts.
- Excellent time management skills and the ability to prioritize and successfully complete projects with conflicting deadlines and urgency.
- Ability to work in a team environment as well as independently.
- A valid driver’s license and access to a vehicle.
