Under the direction and supervision of the Superintendent, Maintenance of Way (MOW), the District Manager is responsible for routine, inspection, programmed and preventative maintenance and repairs to the track structure and right-of-way across one third of the system’s mainline track, including siding/spurs/industrial lead tracks as well as switching yards.

ACCOUNTABILITY STATEMENT:
Under the direction and supervision of the Superintendent, Maintenance of Way (MOW), the District Manager is responsible for routine, inspection, programmed and preventative maintenance and repairs to the track structure and right-of-way across one third of the system’s mainline track, including siding/spurs/industrial lead tracks as well as switching yards.
MAJOR DUTIES/ RESPONSIBILITIES:
- Participate in Spring/Fall Geometry Test Car runs to identify urgent and near urgent track defects, provided immediate response as needed
- Manage and review all weekly CVOR and monthly IFTA vehicle reports for compliance, submit, and ensure good standing with the Ministry of Transportation
- In the event of a CROR Rules infraction or employee incident, investigate the events and produce a report to the Superintendent, Maintenance of Way with recommendations for discipline if needed
- Manage quarterly, semi-annual and annual CVOR vehicle inspections to ensure compliance with the Ministry of Transportation (MTO)
- Work in conjunction with the townships/road authorities to ensure that snow removal at grade railway crossings is addressed to ensure safe operations for train and public traffic
- Plan, organize and coordinate at grade railway crossing upgrades. This includes planning for ONTC work crews, contractors and townships to 35%
- Ensure that work is done properly and that communities as well as emergency services are made aware of upcoming road closure
- Ensure track supervisors are completing their regulatory track inspections within allowed timelines
- Monitor regulatory and non-regulatory defects that are logged and repaired by the respectively set dates put forth by the Track Supervisors.
- Keep extensive records of crossing and de-rail inspections, joint bar maintenance records, defective tie counts, culvert inspection reports and high degree curve inspections going back 36 months
- Keep records in good order to support any Transport Canada audit
- Meet with Transport Canada as required and provide information requested pertaining to the Rail Infrastructure Department
- Conduct Track Inspections as required by Transport Canada with TC Inspectors
- Manage snow removal equipment operation during the winer months, directing weekly areas of focus
- Enforce department wide Rail Safety Management System (RSMS), conduct regular proficiency testing, actively participate in monthly Health and Safety Committee meetings, produce Risk Assessments when there are changes or additions made to operations and conduct a Root Cause Analysis when there is an incident that requires it
- Participate in the budgeting process including forecasting, maintaining and reporting on any discrepancies. Work with department heads and other departments as required
- Manage all district employees’ weekly timesheets and ensure that their time is submitted to payroll in a timely manner
- Hold accountable Supervisory Staff in the completion of their duties
- Oversee Supervisors as they address rail defects by removal/repair and provide recommendations when necessary while ensuring accurate recordkeeping.
- Work with Supervisors to address plans to repair geometry defects within their district
- Ensure employees are trained and capable of performing their required tasks
- Perform Work Observations on employees to ensure compliance with safe work procedures and policies and provide feedback
- Address any non-compliance issues with employees up to and including assessing discipline
- Respond to employee grievances and work with union representatives and staff to resolve employee issues
- 3-year post-secondary diploma in Engineering Technology (Civil or Construction)
- Minimum 5 years’ experience in track maintenance, inspections and construction
- Minimum 5 years’ intermediate Management experience
- Experience in the interpretation, application and bargaining of Collective Agreements
- Must be certified in Canadian Railway Operating Rules (CROR)
- Must have certification in Manual of Track Requirements (MTR)
- Training in Track Inspection or Engineering is considered a strong asset
- Knowledge of railway standards and maintenance/construction Best Practices
- Proficient computer skills including Microsoft Office Suite and other general applications
- Prior experience with EAM Software particularly Hexagon EAM considered an asset
- Experience in managing a large workforce over a large, possibly remote territory
- Strong analytical, problem-solving skills, leadership and interpersonal skills
- Excellent organizational and time management skills
- Must be able to work on call as required
- Valid G Driver’s Licence with ability to travel
