Reporting to the Director of Human Resources, the position is accountable for providing effective and efficient human resource services and administration support to the department of Transportation and Infrastructure Nunavut in human resources planning and day-to-day operational requirements. The services provided by the position are intended to coordinate job evaluation, staffing and payroll transactions, support human resource planning, employee relations, workplace health and safety and performance and attendance management. The position partners with management to provide operational, frontline Human Resources (HR) expertise in support of key HR processes and coaches managers and employees to effectively diagnose and resolve HR issues. The Manager, Human Resources plays an essential role in providing analysis, strategic planning advice and decision-making support to Senior Management for human resources management initiatives and operations. The position assesses options and the human resources implications of decisions considering such authorities as the Nunavut Lands Claim Agreement, Collective Agreements, Public Service Act, Canadian Human Rights Act, Government of Nunavut (GN) policies and procedures and departmental strategic priorities. The position ensures that human resources related decisions, strategies and recommendations to management have received appropriate input not only from within the department but also from other GN departments and appropriate authorities.

The primary responsibilities of the position include but are not limited to the following:
- Accountable for providing Human Resource advice on policy and operational issues;
- Works with Senior Managers, Managers and Supervisors to identify solutions to pressing Human Resource related issues within the department;
- Works closely with staff to effectively manage the administration of department’s staffing and organizational development activities;
- Providing strategic advice and interpretation on HR legislation, policy, collective agreements, and relevant Acts;
- Represents the department when dealing with staffing and organizational changes that affect Nunavut Employee Union members and positions;
- Provides on-going guidance and support to staff on employee management;
- Manages and provides leadership to the Human Resources unit within the department.
- Undergraduate degree in Business Administration/Commerce, Social Sciences or a related field;
- Three (3) years human resources management experience administering the full spectrum of Human Resources functions;
- One year of experience supervising staff and/or leading a team;
- Training in Alternate Dispute Resolution, Hay Evaluations, Performance Management, & Human Resource Information Systems is a definite asset;
- Professional certification in Human Resources is an asset;
